Unnecessary prisoner transfers between jails are wasting money.
The Independent Monitoring Board have revealed, many inmates are moved from New Hall women's prison in Wakefield to Askham Grange open jail in York in the last few weeks of their sentence.
It's meant to help them reintegrate in to society.
But it's costing the justice system thousands.
There are also concerns about budget cuts at Askham Grange prison in York.
The Independent Monitoring Board have just released their annual report and say further reduction could be disastrous.
They say if vital services are cut, the risk of ex-offenders returning to criminal activities will rise.
