54% of spaces in Selby town's council car parks were being used in 2008, but last year it was down to 39%.
That's led to a planned parking price freeze in Selby until 2016, after a 5% increase in 2008 and 20% rise in 2011.
The district council says it's "not financially viable" to charge at their car parks in Sherburn so they'll stay free.
In Tadcaster, the car parks will stay free for now, but the council says charges could be considered in the future.
