Parents in Pocklington, Market Weighton and Stamford Bridge are set to be encouraged to ditch cars on the school run.
Since 2006 the number of children being driven to school has gone down from around a third to a fifth.
But East Riding Council's transport plan, which runs to 2026, wants the numbers to fall even further.
The plan says more parents on the school run need to ditch cars to cut the number of traffic jams.
Nationally, one in five cars on the road is doing the school run just before 9am which is leading to congestion.
