Pub in Sherburn in Elmet Has Its License Reviewed Following Trouble.

A special hearing of Selby District Council's Licensing Committee, supported by the Council's environmental health team, has imposed strict new rules on a Sherburn in Elmet pub, working alongside Police, parish council colleagues and County Council Trading Standards.

The hearing, which took place at the Civic Centre, Selby on Friday 15 February, had been called to review the pub's licence in response to concerns raised by the Police.  The Swan pub on Low Street, Sherburn had been the centre of a series of incidents, say Selby District Council, culminating in an underage drinker 'glassing' another customer.  Other incidents, they add reported at the pub included numerous reports of under-age drinking, antisocial behaviour of customers drinking outside the pub, assaults, large-scale disturbances and operating outside licensed hours.

The company that owns The Swan had already removed the landlord from the site prior to the Licensing Committee hearing, but the Committee itself also removed former landlord, Mr Michael Lavin, as the Designated Premises Supervisor, say Selby District Council.

The Councils say that other conditions now imposed on the pub by the Licensing Committee include:

  •     the installation of colour CCTV cameras which are fully checked and maintained;
  •     restricting drinking outside to the rear garden with new fences installed and access limited;
  •     new door supervisors for busy times, as determined by the committee;
  •     documented staff training;
  •     a direct contact telephone number for the duty manager to be given to local residents on request; and
  •     full details of the sanctions imposed to be prominently displayed on site.

The action brought by the Licensing Committee has been supported by Selby District Council's environmental health team, the authority's enforcement team, North Yorkshire County Council trading standards, North Yorkshire Police and Sherburn Parish Council.

Access Selby enforcement officer, working on behalf of Selby District Council, Tim Grogan, said, "The decision to impose stricter conditions upon The Swan is commendable and clearly demonstrates the power the Council can exercise when managers of pubs allow their customers to misbehave to make life increasingly unpleasant and alarming for patrons, residents and the Police".

Following the hearing, Police Inspector Richard Abbott of the Selby Rural Safer Neighbourhood Policing team said, "I am very pleased to see this result.  It is satisfying to see the owners work with the Police and licensing authority to bring about a safer and more pleasant location in which villagers can spend time."
