Families in York who have never paid council tax could face a bill of more than 400-pounds a year from April.
That's how much people living in an average band D house will have to pay as the city council decides to limit how much help it gives.
It says government cuts have left them short by 1-point-3 million pounds, but pensioners aren't affected.
Julie Gunnell, who's in charge of the finances at City of York Council, says they've been forced to return to the days of the poll tax.
