A proposed two-percent rise in council tax in York has come under fire.
The city council are being criticised by a pressure group for putting up the tax and turning down a government offer of a council tax freeze.
Andrew Allison from the TaxPayers' Alliance says there should be a change to the plans.
But James Alexander says "the acceptance of the Council Tax Freeze Grant from the Government freeze means it has to be paid back in the future, so it's a buy now, pay later attitude to public services".
