The Tories say they won't hold a referendum on the controversial EU Lisbon Treaty if they win the next election.

The final country's now agreed it meaning the new rule book creating a European Council President will be formally ratified.

It leaves Shadow Foreign Secretary and North Yorkshire MP William Hague disappointed.
