Council evicts nuisance neighbour

City of York Council’s Tenancy Enforcement team has taken steps to evict a council tenant, after he caused years of nuisance to his neighbours.

Officers took possession of 194 Askham Lane, York, on 15 June, where Philip Kemp aged 45 resided.

The council’s Environmental Protection Unit had previously taken action against Mr Kemp for noise nuisance in 2007 and 2010, but problems persisted which lead to Mr Kemp’s eviction this month.

Steve Waddington, assistant director of Housing and Public protection at City of York Council, said: 

“It is unacceptable for council tenants to intimidate or harass their neighbours.  As a landlord, the council has a duty to protect the safety and well-being of other residents in the area.

“This case demonstrates that, as a landlord, the council will not tolerate this behaviour and will take action to put an end to nuisance tenants.”
