Congestion charge for York?

A congestion charge may be on the cards sooner rather than later in York mainly because of the city's poor air quality.
In the last 3 years our nitrogen dioxide levels have increased, putting us at the World Health Organistation's limit.
It's caused concern not only about preventing sickness but also about whether we'd welcome additional costs.
A scrutiny committee is meeting tonight - but what do you think - hould we have a congestion charge in the city?
