York business owner angry over Council planning charge.

People who urinate in the street in York are causing a headache for one local business.
Hanus Wolf of Bergins Perfumery says he wants to put up CCTV cameras to put people off using his shop doorway as a toilet.
He emailed City of York planning to ask if he needed planninmg permision but they sent him this response with a request for £72 pounds.
Hanus Wolf say the charge is crazy. He told Minster FM he can't understand why he should pay for advice.
