York's Outer Ring Road Suffers a Blow

The government's new council tax rules mean the transport body for West Yorkshire can't raise the cash to pay for their planned projects.
York's Conservative leader Chris Steward says improvements to the ring road won't come from a West Yorkshire body:
Conservatives also say the Leeds City Region backing Leeds rather than York to host a high speed rail college show York Council was wrong to leave the North Yorkshire economic partnership.
But Labour's York Council leader James Alexander says it is still worth working with West Yorkshire:
