Foundation Call For Council Tax To Be Scrapped

A report by The Joseph Rowntree Foundation has called for council tax to be abolished so those on the lowest incomes will pay around £200 less a year.
The Foundation wants it to be replaced with a property tax - which would be based on the value of a person's individual home. It wouldn't cost councils anything but it wouldn't make them any more money either.
Mark Stephens, who co-wrote the study, says it would be far harder to evade, "Properties don't move unlike people who can move abroad or companies can set up HQ's in different countries. Properties, by their very nature, can not move so are a very easy and efficient means of taxation."
The council are yet to comment on the report.
