A measure to help people on low incomes pay council tax could make it more expensive to renovate houses in the city.
The city council's approved plans for people who own empty homes and are renovating properties to pay full council tax bills.
Next year's increase, from half the bill at the moment, will be used to help people on low incomes who now have to pay the tax.
But one builder told Minster FM the extra cost will be passed on to homeowners.
