Calls for insurance for mobility scooters

We all know driving without insurance is illegal, but should that apply to mobility scooters aswell?
That's the question being considered by the Government, after a York woman was hospitalised when she was knocked-down by one.
Margaret Macalagan couldn't claim compensation because the scooter's driver didn't have cover.
York MP Hugh Bayley thinks the law needs to change. He says every year there's about 750 incidents involving scooters, with at least 40 people needing hospital treatment.
