York's Transport Fund Dilemma

York could be unable to take decisions in a West Yorkshire-led billion pound transport fund.
It's as York doesn't have a boundary with West Yorkshire - which means it can't fully join with councils there to decide how to spend the cash.
Opposition Conservative councillor Joe Watt believes York should work with North Yorkshire instead.
The city council is pushing the government to change the law so it can join the new body as a full member.
